First, the tender conditions
The comprehensive renovation project of the secondary protection zone for Shahe Reservoir water source in Shulan City has been approved by the Shulan City Government Procurement Workers' Office. The project owner is Shulan Water Group Co., Ltd. and the source of funds for construction funding. The project has already met the conditions for bidding. The project is now undergoing open tendering for the general contract for design and construction.
II. Project Overview and the scope of tender
2.1 Bidding content and division of bids: Comprehensive improvement of the secondary protection zone of Shahe Reservoir water source in Shulan City. (Please refer to the bidding documents for details)
The project is divided into two bid sections. The specific bid sections are divided as follows:
The first package: design, construction general contracting. Item No. Z1404-1
2.2 The project construction site is: Shulan City.
2.3 Bidding scope: Project design, preliminary design and construction drawing design, complete construction content and project delivery within the scope of construction drawings as required by the owner and the contract, and related procedures required to enable the project to meet the conditions for completion and delivery Management services.
2.4 Duration: January 10, 2018 to December 31, 2018
2.5 Quality Standards:
Design quality standards: in line with national, provincial and municipal design specifications and mandatory provisions, construction requirements: to meet the current national construction acceptance standards "qualified" standards;
Third, bidder qualification requirements
3.1 The bid applicant shall be qualified with Class B and above special environmental engineering design (water pollution prevention and control project) issued by the construction administrative department, and have similar performance in the past five years (2012-2016), and the personnel and equipment , capital and other aspects have the corresponding ability.
3.2 The bidder intends to send the person in charge of the project to be qualified as an engineer of intermediate level or above in environmental engineering.
3.3 The Commonwealth does not accept bids from the Commonwealth.
3.4 Bid The project management personnel to be sent by the applicant shall have no construction in progress, otherwise they shall be disposed of as waste.
3.5 Refusal to include bids by companies or individuals during the period when the government cancels the bidding qualification record.
3.6 The bidder holds the “Application Form for Query of Bribery Criminal Files” to the procuratorial organs to handle the “Notice of the Search Results of Filing Files of Bribery Files of the Procuratorial Organs” where the bidders and their legal representatives did not record bribery crimes within three years before the bidding activity.
3.7 Where no enterprise or management personnel can be found in the "Jilin Construction Market Supervision and Credit Information Management Platform", no bid registration is allowed.
3.8 The representative of the bidder shall be served by the legal representative or his authorized principal (the principal refers to the person in charge of the project, holding the ID card, original power of attorney, copy of the title certificate on the day of the bid opening), and the other person acting as the authorizer is invalid.
