Among the industrial enterprises above designated size, manufacturing enterprises set up R&D institutions to reach 30%, and the construction of R&D institutions in large and medium-sized industrial enterprises reached full coverage.
The competitiveness of enterprises has been newly improved. The industrial chain has been further improved, market competitiveness has continued to increase, and a number of industry leaders with strong innovation capabilities and market competitiveness have been added to create a number of terminal products and brand products with good market reputation.
A new pattern of agglomeration development has been formed. Build a number of industrial demonstration bases, cultivate a number of industrial clusters with a scale of more than 10 billion yuan, and form a new highland for the development of international strategic emerging industries with complementary functions, resource sharing, and industrial chain linkage with Beijing and Tianjin.
The plan requires that Qinhuangdao’s equipment manufacturing industry is fully utilized to develop and expand auto parts, rail transit and power equipment, and to cultivate and develop high-end engineering equipment, intelligent manufacturing, vehicle manufacturing and Environmental protection machinery, speed up the introduction and construction of industrial chain supporting product projects, develop industrial clusters, and strive to build an important port-based major equipment manufacturing base in the province. By 2020, the equipment manufacturing industry will achieve an added value of about 18 billion yuan.
In addition, the plan proposes to rely on Harbin Electric Heavy Equipment, Tianwei Qinbian and other enterprises to vigorously develop ultra-high voltage transmission and transformation equipment, new energy power equipment and other products, explore the development of smart grid-related equipment manufacturing industries, and focus on promoting Tianwei Baobian special Construction of high-voltage transformer base, solar cell module packaging equipment automation industrial base, U.S. General Harbin Power Gas Turbine Production Base and other projects. Explore the development of smart grid-related equipment manufacturing industries, focusing on the construction of high-efficiency energy-saving distribution transformers, environmentally-friendly distribution equipment, integrated and miniaturized distribution automation terminals, and the integration of primary equipment and secondary monitoring terminals.
