    1.1 The A/B standard for the third-party monitoring of the second phase of Chengdu Rail Transit Line 10 project has been approved by the Sichuan Development Foundation No. [2016] 689. The project owner is responsible for the construction fund from the government. Artificial Chengdu Metro Co., Ltd. The project has already met the conditions for bidding and the project is now undergoing an open tender.

    1.2 This tendering project is a national investment project construction project within the administrative area of ​​Sichuan Province. The tendering organization (approved by the name of the approving authority) approved (the tendering approval document number is) is a self-tendering organization.
    2. Project overview and scope of tender
    2.1 Construction site: Chengdu 2.2 General situation: The second phase of Chengdu Metro Line 10 is the south-north direction backbone line. Line 10 serves as one of the metropolitan expressways in Chengdu and mainly serves the rapid connection between the main city and the Xinjin Formation, taking into account the airport passenger flow. The southwest direction of the line connects the main archway of the Red Arch, the Shuangliu Airport, the Chengdu-Guizhou Railway Shuangliu West Passenger Terminal, Huayuan New Town, Huaqiao New City to Xinjin City, and the second phase of Line 10 is 27.070km long, including the underground section. 10.42km, the elevated section and transition section is 16.65km long. There are 10 stations in total, including 5 underground stations and 5 elevated stations. The line departs from Terminal 2 Airport Terminal 2 and passes through Shuangliu Airport. It sets up a station in the square in front of Chenggui High-Speed ​​Railway Shuangliu West Station and transfers with Line 3 and Line 14. After exiting the station, it is turned from underground to elevated. Set up at the intersection of Nan-Da Road and then cross the Chengdu-Guizhou High-speed Railway and follow the large road. Set Baitasi Station, Huayuan Station, and Xinjin Railway Station. Then, pass through the second Ring Expressway and pass through the Chenggui High Speed ​​Rail. Set Huaqiao Station, then the line will continue to cross the Jinma River on the north side of the large road and then turn underground. Follow the Yingbin Avenue and set up the passenger transportation center station and then the Rulin Road Station. After leaving the station, walk along Huanghe Avenue to Daxin. The station is set up at the intersection, and then Nanhe Station, the terminal station of the second phase, is set up in Taiping Town, and the conditions for the extension to the south are reserved. There is a depot in the entire bridge, which is co-located with the No. 3 and No. 14 lines, and a parking lot at the end of the highway is set up. Set up a main transformer near the passenger transportation center station and share it with Planning Line 11. The control center uses the new seedling control center (shared). 2.3 Plan duration: March 2017 to February 2020, 36 months. 2.4 Bidding scope: Including 2 bids, the specific scope of the tender is as follows (see details of Annex IV project details): A. Scope of the project: Chengdu Rail Transit Line 10 Phase 2 Phase 2 Phase 2 Start-intermediate Wind Tunnel-Site Shuangliu Station Shuangnan Avenue Station - Baita Temple Station - Huayuan Station - City Railway Xinjin Station - Huaqiao Station - Elevated Terminal. B Scope: Elevated end of the second phase of Chengdu Rail Transit Line 10 (including the open and excavation section after the elevated road and the shield section) ~ Bus Terminal Station ~ Rulin Road Station ~ Daxin Road Station ~ Nanhe Road Station (including station front (excavation), as well as high-road parking lot, Banqiao depot, and entrance and exit lines. The main work includes timely monitoring of the civil engineering construction within the scope of the tender according to the needs of the project, timely submitting the monitoring report in accordance with the specifications and contract requirements, coordinating and verifying the accuracy of the site monitoring on site, and submitting verification results of the monitoring results.     3. Bidder qualification requirements
    3.13.1 The bid requires the bidder to have:
    (1) Has an independent legal personality;
    (2) Having a Class A or engineering surveying professional qualification in engineering survey for Grade A or above and obtaining a CMA issued by an administrative authority or certification center at or above the provincial level and having a project monitoring or Measurement content;
    (3) It is necessary to independently undertake the subway civil engineering monitoring project in the past five years (2012 - present) (a single contract amount is more than 1 million yuan);
    (4) The bidder has not been in the state of being prohibited from entering the market by the government, and has corresponding monitoring capabilities in terms of personnel, equipment, and funds.
    3.23.2 The Commonwealth does not accept bids for this consortium.
    3.3 All bidders can bid on the above bids, but the bidders can only use up to two bids in the three lines of the first line of Line 8, the first line of Line 9, and the second line of Line 10.
    3.4 The Bidder of the second phase of the project of Chengdu Metro Line 10 shall not have any affiliation or other interest with the general contractor.
