Recently, the Jiangmen Entry-Exit Inspection and Quarantine Bureau conducted interviews with Fuzhou Linyi Import and Export Trade Co., Ltd., Jiangmen Sanying Lighting Co., Ltd., and Zuo Yao Electric Co., Ltd., following the guidelines set out in AQSIQ's No. 188 "Measures for Risk Management of Import and Export Industrial Products." The representatives of these companies were asked to provide detailed reports regarding products that had failed both production and export inspections.
This year, the AQSIQ has planned to conduct random checks on products not listed in the catalog annually. Among these, LED lamps have been specifically included in this year’s inspection program. On June 28, 2017, the Jiangmen Bureau performed random inspections on four batches of LED lamps sourced from three different manufacturers. Following the inspections, it was determined that all four batches failed to meet safety standards. Issues included inadequate support for live parts, insufficient heat resistance, failure in power terminal disturbance voltage tests, incorrect labeling, an inadequate external wiring power line cross-sectional area, electrical strength test breakdowns, and improperly marked Type II symbols. These failures pose significant risks such as electric shock hazards, fire risks, and interference with other electronic devices.
During the interview, the Mechanical and Electrical Division of the Jiangmen Bureau promptly informed the companies about the product failures and outlined the potential safety hazards associated with these unqualified items. They emphasized to the enterprises that they are primarily responsible for ensuring product quality and that any incidents related to product safety would hold them accountable under the law.
It has been observed that with the growing demand for LED lamps and lighting solutions, especially in emerging markets like the Middle East and Africa, export companies are struggling to meet customer demands for lower costs. This has led to reduced spending on raw materials, critical component standards, production process costs, testing expenses, and safety certifications, ultimately resulting in substandard products or those with potential safety concerns.
Moreover, many companies lack a clear understanding of the standards enforced by exporting countries and the latest international testing standards and technical specifications. Their internal testing capabilities are limited, focusing only on basic aspects such as product appearance and lifespan testing. This has been identified as one of the primary reasons why their products fail to comply with importing country standards.
In light of these findings, the Jiangmen Bureau of Mechanical and Electrical Engineering has urged the aforementioned companies to undertake several corrective actions:
Firstly, a thorough analysis of the causes leading to the production of defective goods must be conducted.
Secondly, companies should ensure they fully understand the standards followed by trading partners when placing orders with manufacturing facilities. Specifically, they need to verify whether production aligns with specified standards.
Thirdly, companies should assess whether their production facilities are adequately equipped with appropriate testing equipment and if they adhere strictly to standard requirements during the manufacturing process.
Finally, in compliance with AQSIQ's No. 188 regulations, the Mechanical and Electrical Division issued a "Notice of Unqualified Export Products" to the affected enterprises. The notice mandates that the unqualified batches must either be returned or destroyed, and the subsequent actions taken must be reported back to Jiangmen authorities.
