Beijing Morning Post reporter Kang Jia recently reported that a large number of shared bicycles were found in a wasteland near the upper part of Haidian District. The reporter discovered at least 5,000 bikes from different brands stacked together, some of which had been there for about a month. A local official from the Shangdi Sub-district Office explained that some shared bikes were blocking bike lanes and even motor vehicle lanes, causing traffic safety concerns. However, bikes that are properly parked can still be used normally.
Netizens also reported finding an open-air parking lot near the Lenovo Building in Haidian District, where many shared bikes were locked up and not available for use. When the reporter visited the area, he noticed that the open space was surrounded by a blue fence with a locked gate. No staff were present, but through the gaps, it was clear that various colored bikes—some electric—were piled up inside. Some seats were covered in ash, suggesting they had been there for quite some time.
The reporter spoke to a staff member at a nearby bus station, who said that about a month ago, urban management officials started piling up bikes here, and more kept arriving without anyone removing them. On the roadside, Mobike and ofo employees were seen clearing bikes from the roadsides and motorways. “We come regularly; otherwise, they would just be left on the street. If we don’t take them, city management will,†one employee said.
Afterward, the reporter contacted the Shangdi Sub-district Office. Sun, a local official, confirmed that since August, the office had begun reclaiming improperly parked shared bikes. Within a month, over 5,000 bikes were collected in the district. “We held meetings with representatives from 12 shared bike companies, urging them to improve their corporate responsibility and better manage their fleets.†However, Sun admitted that violations still occurred in crowded areas like bus stops and subway stations, with bikes being left on sidewalks and in restricted zones. “If bikes are found on motorways, blind roads, or in green spaces, we take them back and notify the company to retrieve them. With so many piles now, it's becoming a headache.†Some electric bikes were temporarily detained due to lack of license plates.
The reporter then reached out to the land manager, who said the issue of reclaimed bikes was handled by another department. A representative from the bike company mentioned that they were working with the sub-district office to re-enter the market with the recovered bikes. Meanwhile, a public transport official from the Haidian Municipal Committee noted that the management of shared bikes is still in an exploratory phase. They hope that, alongside government efforts, companies will take more social and management responsibility, and users will follow the rules when using shared bikes.
